I don't know anything about what the problem might be in this particular
case, but in general, "sort of". Yes, the BIOS will have its own
keyboard handling, which is used for things like driving the boot menus.
But it's typically rather limited and not available to the operating
system, which usually wants to have much more control over things like
USB handling anyway; operating systems use their own keyboard drivers
instead.
