multicast on 224.2.2.2

I am trying with Ubuntu 22.04 to use vlc to play udp on 224.2.2.2
it is doing nothing

tcpdump host 224.2.2.2 also shows nothing

however a person on the same vlan has ubuntu 22.04 installed and
everything works fine.

I have masked firewalld and rebooted - still nothing returns on tcpdump
host 224.2.2.2

What else can be blocking multicast ?
