Create  boot and efi partitions in the thumb drive.
 From a linux OS do a grub-install to these partitions remembering to
have "--removable" in this command.
In this /boot partition on the thumb drive, add a grub.cfg file else it
will boot to a grub prompt.

For grub-legacy (mbr), a boot partition in thumb drive will do.
