I do have it, but it seems to be shown on logon only if the system is really
ready for such an upgrade. Not normally shown.

See:

$ which do-release-upgrade
/usr/bin/do-release-upgrade

So I could see it, it is a python script with shebang:

#!/usr/bin/python3

But the code is not for me being a non-python programmer.
