Warning - you will probably incur the wrath of some people on this list, 
especially, given that the firefox repository that you specified, is a 
Linux Mint repository, and, not a Ubuntu repository.

Whilst it has few members, and, has not been significantly active, you 
might want to subscribe to, and, try posting to, the Linux Mint Users 
list at
https://groups.io/g/linuxmint-users

If more Linux Mint users do not try to make (appropriate) use of that 
list, then, they will remain without a useful Linux Mint Users mailing 
list, for dealing with queries such as the above query.

Regarding the thunderbird-locale-en and bsd-utils upgrade fails, to copy 
and paste your sources list file, specifying the applicable 
repositories, would be useful, for problem solving.

The thunderbird version that I have installed on my Linux Mint Mate 21.3 
system, shows as being v115.10.1 (64-bit), with Update Manager showing 
no later version for updating. What version does your system show as 
being installed? I expect that thunderbird-locale-en should be the same 
version number, as for the thunderbird package.
