22.04 impossibly slow with failing links

Has anyone else experienced just incredibly slow updates today? 
One of my computers has been updating just two pieces of software
going on 1h47m. 

us.archieve.ubuntu.com/ubuntu jammy/universe amd64 phython3-sniffio all 
1.2.0-1

took 8 min to download.  

I did stop the process twice and reboot once, turned off and waited and 
then booted
once. Ive run speed tests, both in and outside my area - seems fine. No 
problem 
watching videos, etc.

Just cant seem to do an update.
