custom CD not working for 22.04.3

I am trying the simplest method to create a custom cd.
All I need is a new grub.cfg.

echo 1 > file.txt
xorriso -indev  ubuntu-22.04.3-live-server-amd64.iso -outdev test.iso -add
file.txt

The use dd to copy to the UBS stick.
put it in my computer and it does not recognize the USB as a boot device.

If I use dd on the original ubuntu download it does recognize it as a boot
device.

Whats up ?
