Connection refused when I try to update the packages on Ubuntu 23.10 ? but my connection works properly.

For a quick test, you might try a switch from HTTP to HTTPS in
sources.list. I've found it is a hit-or-miss solution when port 80 is
refused.

   cp /etc/apt/sources.list /etc/apt/sources.list.bu
   sed -i 's/http:/https:/g' /etc/apt/sources.list
