VirtualBox boot problem

You *might* be better off using QEMU/KVM for virtualization.

apt install libvirt virt-manager virt-viewer virtinst qemu-kvm qemu-system-x86 ipxe-qemu

I am pretty sure it will support boot/install from a flash drive.
