It seems that VirtualBox is kind of like a browser in the sense that
you can't use dusty old copies of it from GNU/Linux repositories, but
have to keep up with the cutting-edge by getting it straight from the
source. Otherwise, you'll get strange and sometimes impossible
behaviors from it.
Linux Mint 20.3 is based on Ubuntu 20.04 LTS (Focal Fossa), so I
would recommend going to the VirtualBox Linux Downloads page here:
https://www.virtualbox.org/wiki/Linux_Downloads
Then download the Ubuntu 20.04 file from there:
https://download.virtualbox.org/virtualbox/7.0.6/virtualbox-7.0_7.0.6-155176~Ubuntu~focal_amd64.deb
I had done the same thing you did and installed VirtualBox from the
Ubuntu repositories and it just didn't work in my Kubuntu 22.04 LTS
system (all my virtual machines would lock up during or shortly after
installation), so I recently downloaded and installed the 22.04 file
from that page and it's working well.
You might be able to use the same file I'm using, but since
VirtualBox has specifically versioned them with the Ubuntu releases,
it's probably best to stick to the one they made for your release.
