Ubuntu 20.04 install iso

What controls the above behaviour???  WHY are some files loaded from CDROM
and some from the archive ?

This log file is from KVM install that works - the other one I am trying to
get working is on a NUC11
it loads from cdrom.  What controls loading from cdrom or WEB?
I thought they would all be loaded from same place ?
