Hi Henri,

to install a local package by solving dependencies via official Ubuntu
repositories and/or unofficial PPAs you can use the official tool "apt".

I can't comment on "pkg", but gdebi is quasi obsolete for this purpose,
since apt does what you need.

What is "sage"? From where do you get what ever you want to package? Why
do you need "email" to build a DEB for "sage"?
