You've probably already checked for this, but this page suggests that
unauthorized Bluetooth is as a result of permission settings:

That's a good sign. It recognizes that you plugged in a Bluetooth
device, but is convinced that you're not allowed to use it. Is it
possible you disabled Bluetooth at some point and need to turn it on
again?

the settings somewhere else):

I don't have any Bluetooth devices that I use with my computer, so I
disable Bluetooth as part of my initial setup after installing an
operating system and would probably see that same error if I bought a
Bluetooth device for my computer.
