"apt purge $package" uninstalls a program and deletes its global
configuration files.

Yes.
Well, I used to run Server 20.04 on a RasPi 4 and `snapd` was present.
I removed all snap packages, and then snapd itself, and the machine
continued working fine but with slightly more free disk space and
memory. I also removed "multipath" as a single RP4 with a few USB3
HDDs on a single hub did not have multiple paths to any of its
devices, and the multipath daemon was prominent in "top"/"htop".
