It won't.

[1] The nature of the FOSS world is for multiple people to come up
with multiple solutions.

E.g. not just how many desktops there are, but specifically _Windows
9x_ style desktops: taskbar, start menu, etc.

[2] Red Hat in particular has a vicious case of Not Invented Here
syndrome and will reinvent as many wheels as it takes for there to be
a RH tool for something a rival invented.
