As Colin says, this is incorrect and it is not the case.

Apt is a wrapper around apt-get and apt-cache. You are free not to use
it and use apt-get, or to replace Apt with alternatives such as
Aptitude, Nala or Wajig.

Apt calls apt-get. Apt-get calls dpkg but automates a lot of complex
work for you.

Dpkg manipulates .DEB packages.

Another front end for Dpkg is Dselect, but it's mostly historical now.

Analogy: I said that there were knives and forks as tools for eating
food. You are saying "but no, there is metal. You need to mention
metal."

Knives and forks are typically made from metal, yes. So are spoons.
But while you could just use bits of metal to eat with, there is a set
of more sophisticated tooling to make life easier.

And of course you can also use chopsticks, and you can make chopsticks
from metal too.

Or you could just use your fingers, and sometimes, I do. But they are
really not good for soup.
