the real problem is when there is no package in the right format to
begin with, and how can that be the distribution's fault?

If some software has no .deb package and repository, it's because ITS
developers deliberately chose to do the wrong thing for end users,
instead of only creating packages in the main standard formats.

I do know it is less of a burden for them, but for end users it just
produces the idiotic mess I describe in my post.
