Migrated to 22.04 and VM guest no longer boots

I think what is happening is typical ms piracy protection. You cannot do a disk transplant (move a ms-windows to a new system box), as that violates the EULA. I expect you will have do a fresh install [of the ms-windows VM] on the new host.
