That program was only offered in Ubuntu 18.04 LTS and is no longer
available:

You could download it from here, but there's probably a good reason
why it's not available any more, so you'd want to do some research
before deciding whether to use it or not:

https://packages.ubuntu.com/bionic/photoprint

Others have made some good suggestions for alternatives in this
thread. What you end up using will depend on the specific features
you'd like the program to be capable of.
