Ubuntu 22.04, Kernel 5.15.0-70-generic, and NVIDIA MCP77 Ethernet (forcedeth)

Back when I was running 18.04, my Ethernet would *occasonally* go offline, but 
with Ubuntu 22.04 (Kernel 5.15.0-70-generic), it is happening more frequently. 
Doing a "systemctl restart networking" cures it, but I am wondering if 
something else is going on.
