there are lots of ways to run arm64 VMs on x86, just not the Pi images
...

i.e. here is one that uses the cloud images:

 https://wiki.ubuntu.com/ARM64/QEMU 

and i guess there are also howtos out there to boot a generic arm64
server image ... (and i bet even some with virt-manager) :)
