I don't think they can. Firefox needs very frequent updates and that
would apparently be difficult (impossible?) to do while
conforming with the SRU policy, probably because of all the hoops
that would have to be jumped through for each update:

It seems that Mozilla also asked Canonical to do it:

The best we can hope for is that they will work out the kinks in Snap
to make it a better experience.
