Apparently, the reason that Winnie The Pooh is banned in China,is that 
the chinese authorities believe that Winnie The Pooh and their supreme 
dictator, are too alike, and they are claiming intellectual property 
infringement, as the lack of intellect is apparently owned by the 
chinese authorities.
