Thanks. The OfficeJet 4650 is a modern device that should be capable
of providing the IPP-over-USB protocol; Ubuntu 22.04 is geared up to
use IPP-over-USB by default. Let us examine whether the device does
provide the protocol. Give the output from
lsusb -v | grep -A 3 bInterfaceClass.*7
ipp-usb and sane-airscan should be on the system by default. It is
worth checking:
dpkg -l ipp-usb sane-airscan

TBH, I am hoping it is not necessary to have to deal with HPLIP.
