squid only partially working WHY ?

i'm pretty sure by default the values get added to /etc/environment for
the "snap set proxy.*" values (which snapd then consumes via
"EnvironmentFile=-/etc/environment") ... 

i'd try a reboot instead of just restarting snapd ...
