How to find date/time of last apt update?

Look in /var/log/apt/history.log

Not sure there will be an entry for a run that did not actually install
or upgrade anything, so maybe not a complete answer to your question.

If you generally run apt with sudo, you can look in /var/log/auth and
grep for "COMMAND" and "apt".
