VPNs for Ubuntu

Does anyone have recommendations for a low-data free VPN service?

(I occasionally need to appear to be in the UK to shop for goods in £ 
with a UK credit card for delivery to a UK address, but many sites now 
use geolocation in order to charge in € or $ and then impose heavy 
conversion charges. I don't need streaming levels of bandwidth.)

I would need to be able to turn it on and off at will, as I normally 
need it only for a few minutes to perform a transaction.

I have come across ProtonVPN but I'm open to recommendations.
