I don't regard it as such. I regard it as a very useful backup against
the main risk - total failure of the main drives.
I do agree that it's important for everyone to consider their own risks
and the consequences of loss. For most home users though, I think things
are a lot less worrisome than for any commercial system.
FWIW, I've never had to use my domestic backup in anger. I do check it
works though :)
