Having followed the instructions for (I believe) 20.04, I easily 
installed it, and, am happily running it, on UbuntuMATE 20.10.

I haven't tried it on 16.04, which I am running on another computer, as 
yet - the 16.04 system is running Seamonkey and an older version of 
Firefox, which both have proper vertical scrolling bars, and, are easier 
to use, that the Firefox s$%#@ on 20.10 (and later), and, as the 
download instructions do not go back to 16.04, Pale Moon (latest 
version) might not be compatible with 16.04 (although, the latest 
version of Seamonkey, is compatible, and, updatable, with 16.04).
