Yes. Unless the power loss causes a physical defect on the disk. :) The 
whole point of journaling is to keep a journal of operations to take 
place... and either you roll the journal and close the operation as the 
system is up and running... or, if the machine stops brutally (power 
loss, reset, crash...) then, at reboot, instead of a file system check, 
you just take the log that's there and roll it properly to close every 
operation that was pending when the machine stopped.
