ssh modification time in past after upgrade

This is because
https://launchpad.net/ubuntu/+source/openssh/1:7.6p1-4ubuntu0.6 was
mistakenly uploaded with "03 Mar 2020" in its changelog entry instead of
"3 Feb 2022".  This was either an editing mistake by the developer who
made the change or an incorrect clock on their development system;
either way, it's harmless and you can ignore it.
