Xscreensaver Display Power Management Issue

Just completed an upgrade to 22.04.1. Went well and a lot fewer issues
than the upgrade to 20.04. But with xscreensaver, now version 5.45, the
Display Power Management is grayed out and I haven't figured out how to get
it working. On 20.04, xscreensaver was version 5.42, and it had no
problems. Xscreensaver's manual says to go to /etc/X11/xorg.conf.d/ and in
Monitor, change DPMS to "true". I am assuming this is very dated
information as the directory is empty.
Looking for any suggestions on this issue.
