Query about packages being held back in updating 22.04.1

Hello.

I am running UbuntuMATE 22.04.1 .

In running

sudo apt -y update && sudo apt -y full-upgrade && sudo -H pip install 
--upgrade youtube-dl && sudo apt -y autoremove && sudo apt -y autoclean

in the course of the execution, is this;

Why is this so?
