(I will be doing a fresh install rather than an upgrade to clean up some of the learning mistakes I made in 18.04.) There are still things about the Ubuntu release model I don't understand.

Does this mean it's been dropped or rather that it will be released for 22.04 later? If the latter, how to get an idea of when? How can find the answers myself without asking in a place like here?

It didn't get migrated to testing in Debian until mid March which was past the Debian import freeze deadline to include in Jammy. It may get packaged and included via the backports repo, but someone from the Ubuntu community will have to do the work to get it there.

It builds, but not without issues. See
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1009012
I don't use bacula, but I'm not sure given the problem listed in the bug
report (some issue with mysql) and another bug report which concerns
write errors that it would be suitable for production.

Yes, though if you're going to file a bug report, I would go ahead make
it for version 11 which is out now from bacula. There's currently a bug
report in Debian for this. Here's one for Ubuntu that you can join
https://bugs.launchpad.net/ubuntu/+source/bacula/+bug/1930289. My guess
is that this will take a some time to accomplish. It's not likely to
happen in time for 22.04.1. Realistically, I think its more likely that,
barring any of the same problems with 9.6.7, version 11.x will be
included in release 22.10.
Alternately, you can add a deb repository from Bacula.org itself and
install directly from them. Apparently, though, you will have to
register with them before they will give you a link to the repo and
access to their signing key used to authenticate their packages.
