Unless you are on the same (business/institutional) network, the remote
PC's Internet connection will need to allow (eg) the ssh protocol to
pass through. This is not normally enabled  by default, so your remote
person will need to enable it for that PC's local IP address.

The PC will need (eg) the openssh-server package installed and enabled.

Then you should be able to ssh to the PC's public Internet address, and
the firewall will use the setting to route the request to the PC.
