it might be even more worse than that.
I suspect that this file in /etc gets not updated, if the "essential"
package "base-files" is updated. It probably is treated in the way
configuration files are treated in /ect. IOW the file might never get
updated, even if the Ubuntu release version does change just by a minor
dot release, hence the output of lsb_release would be wrong after an
update and might tend to lead to confusion.
I might be mistaken here. However, by one way or the other, it is asking
for trouble. It at least is _not_ a file to configure a bootloader menu
entry.
