Is /etc/rc.local called twice on boot?

Well, right now all lines except exit have been commented out.

But I tried your command suggestion and then there is no response at all!
The command prompt hangs until I hit Ctrl-C
same if I check the status:

$ sudo systemctl disable rc-local

^C
$ sudo systemctl status rc-local

^C

Something strange going on but it will not do anything at all since rc.local is
now empty of active lines.
