Hi,
migrating from Windows to a Linux with KDE as the used DE is probably
not a good idea. I can't comment on KDE neon. However, to fake an old
Windows by using Linux, a window manager such as
https://packages.ubuntu.com/search?suite=hirsute&searchon=names&keywords=jwm
does probably suit better. I still recommend to use a virtual machine
to run a real Windows as guest on a Linux host, especially if the "look
and feel" of a modern Windows is wanted.
Note, a guest in a virtual machine can't provide all Windows advantages
of a Windows running on bare metal. If the advantages, such as hardware
support that doesn't exist for Linux aren't needed, than a virtual
machine allows to maintain Windows easier, than an install on bare
metal, e.g. by taking snapshots.
If Windows performance is a concern, than KDE might make performance
even more worse, which isn't the only reason to migrate to a
lightweight windows manager, if using Linux as a replacement for
Windows at all.
