USB Wi-Fi dongle works until you reboot

Hi,
According to the lsusb command, this is the device in question:-
Bus 002 Device 003: ID 2357:0109 TP-Link TL WN823N RTL8192EU
To get Wi-Fi working, you have to:
* Boot PC (a Dell Vostro 220 in this instance).
* Log in to the GUI
* Insert USB Wi-Fi dongle
* Go to the System menu, click on "Wi-Fi Not connected", click on "Select
network"
* Click on "Connect".
And it works.
However, if you leave the Wi-Fi dongle connected during a reboot, on seeing
the GUI login screen, you see this message at the top of the screen:-
"Connection failed
Activation of network connection failed"
To get everything working again, you have to remove and then re-insert the
USB Wi-Fi dongle and go through the steps listed above.
Is there something I am missing here?
