Thanks very much!
I did the following:
On the GUI screen:
- click network symbol in upper right
- Edit Connections
- Select the connection name
- Click settings (the cogwheel in lower left of window)
- Select tab "General"
- Check "All users may connect to this network"
Now when I reboot the laptop I can connect by SSH because the WiFi is connected!
When this was done I checked the file I had looked at before:
/etc/NetworkManager/system-connections/bossefiber
Now the connections section looks like this:

id=bossefiber
uuid=62ec4373-686b-4538-8c8d-ca75df3e47cf
type=wifi
permissions=
timestamp=1633690255
Notice that the permissions item is now empty...
