"sudo dpkg-reconfigure tzdata" probably works on Bodhi too to configure
your timezone, unless they've made quite extensive changes on top of
Ubuntu. That ends up changing both /etc/localtime (a symlink to a file
under /usr/share/zoneinfo/) and /etc/timezone (the zone name). If I
remember correctly, the /etc/localtime symlink is what's actually used
by glibc and /etc/timezone is mainly informational, but don't quote me
on that - I'd certainly recommend keeping them in sync if for some
reason you need to change them by hand.
Mirrors are configured in /etc/apt/sources.list (and possibly
/etc/apt/sources.list.d/*.list).
