If this doesn't help, it may also be worth doing "sudo dpkg-reconfigure
ca-certificates" and making sure that ISRG Root X1 is enabled.  Some
people have set that package not to trust new certificates
automatically, so it may not have been enabled automatically.  (I used
to be one of those people, but I've decided that I don't actually have a
useful informed opinion on each individual CA.)
