Does installing desktop on Ubuntu Server turn it into the desktop? version?

the server isos come with a different low-level package selection and
different default configurations ... 

one significant differentce is cloud-init being installed on Ubuntu
Server by default and configuring the system on boot... 

if you install a desktop on top of this you should be aware that such
tools are installed and could overwrite/revert your config changes with
their own settings ...
