Here's the package you can download and install locally.

http://archive.ubuntu.com/ubuntu/pool/main/p/pcre2/libpcre2-8-0_10.36-2ubuntu5_amd64.deb

There's a lot of packages that list libpcre2 as a dependency, and some
of those may require a certain version higher than 10.36.

Gdebi is good tool to install local packages as it will resolve
dependencies for you like apt, and will tell you if it's possible to
install a package or not.
