Kubuntu file sharing

Tried setting a fixed IP using the Kubuntu sys settings/connections GUI,
clicked apply, but IP address did not change. Didn't see another way
within Kubuntu, so set the router to give Kubuntu a fixed IP on reboot,
which did work. Didn't help with access though...
