well, the raspberry pi images are a little different here ... since you
typically only install to SD card and do not do any partitioning during
the install process (which is probably not true anymore for the Pi4
that can naively boot from USB, NVME and SSD thanks to its EEPROM.

they are desiged as "pre-installed" with a default user (but locked
password you need to replace on first login) and the ability to drop a
network config directly onto the SD before first boot ... 

the traditional install does indeed require a few more steps but they
are all automatable through cloud-init, as described at:
