Date format in GNOME 40 panel clock

A significant problem is that much of the stuff, especially, the date
format, is designed to serve only the USA, and, not the international
community, which is also why language dictionaries default to the USA
bastardised form of English, rather than proper English English.

And, amongst other things, the ISO date format makes stuff with the
ISO date stamp, easier to sort.

Also, with timestamps, timestamps should always be either <local time
(24hr clock)>+/-<increment/decrement amount>UTC, or, <time in UTC zone
time>UTC .

The lack of provision for the international community; everyone who
does not live in the  USA, is an unfortunate, persistent shortcoming.
It is as if Trump controls Linux, as well.
