I've just installed Gnome 40. I don't have the same dialog as you.
I tried
gsettings set org.gnome.desktop.interface clock-format "%T"
and I got
The provided value is outside of the valid range
The only available options for "clock-format" seem to be "24h" and
"12h". In the GUI, they're available in the "Date and TIme" tab.
If you use "gnome-tweaks", you can add "Weekday", "Date", and
"Seconds" via the "Top Bar" tab.
On my laptop:
$ gsettings get org.gnome.desktop.interface clock-show-date
false
$ gsettings get org.gnome.desktop.interface clock-show-weekday
false
$ gsettings get org.gnome.desktop.interface clock-show-seconds
false
There might be an extension that allows you to format the clock.
