this is definitely not true, the install media always had and has all
packages you need for an install and works properly without any network
attached, this is a hard requirement to pass QA since day one ...
ubuntu simply provides to install (security) updates *if* you are on
the network, it will also configure the physically closest archive
mirror and various other convenient things if the install is networked
(and the new upcoming installer will likely even update itself over the
net so you get the last version with the least bugs on the fly) but
networking has never been and will never be a requitement ...
