realtek r8169-100 usb radio issue

in looking over a record of a previous issue along these lines in a
link you provided a question arose about whether there was a file
realtek.ko in the modules folder. I looked and there is. I rebooted
and now dmesg shows (at the end) the text
26.797211] Generic FE-GE Realtek PHY r8169-100:00: attached PHY driver
[Generic FE-GE Realtek PHY] (mii_bus:phy_addr=r8169-100:00,
irq=IGNORE)
[ 26.922749] r8169 0000:01:00.0 enp1s0: Link is Down
so I suppose I need to bring the link up, how?
